JOB PURPOSE

  • The Site Project Management Officer (PMO) shall support the Project Managers and the Group Planning & Project Management Department (GPPMD) Strategy & PMO team in the deployment, operation, monitoring, and controlling of PMO services linked to the ongoing projects in Fujairah, UAE.
  • With multiple projects at various stages, the Site PMO will focus on project reporting, cost control support, PMO processes and governance, and data management to ensure successful delivery. This role will also support tracking cross-project interfaces and programme-level performance to provide senior management with a consolidated and reliable view of the portfolio. The overall goal is to ensure a consistent high level of stakeholder satisfaction through reliable and timely project information and controls.

KEY ACCOUNTABILITIES

REPORTING & DASHBOARDS

  • Prepare and maintain projects’ Weekly Progress Reports and Monthly Flash Reports as per the agreed deadlines with the GPPMD Strategy & PMO Section, covering both planning-phase and executing-phase projects.
  • Develop and maintain project dashboards, KPI trackers, and executive summary reports for senior management and stakeholders, including consolidated programme-level views of the projects.
  • Consolidate project data from multiple workstreams to produce portfolio-level status reports, highlighting progress across active execution projects and upcoming milestones.
  • Support the preparation of Board papers, steering committee presentations, and gate review documentation.
  • Track and report on cross-project interfaces and interdependencies, flagging potential conflicts or delays that could impact the overall programme.
  • Ensure data accuracy and consistency across all reporting outputs, conducting regular quality checks and reconciliations.

COST CONTROL SUPPORT

  • Support the Project Managers and GPPMD Strategy & PMO team with tracking project expenditure against approved budgets and forecasts for projects in execution.
  • Assist in maintaining the project Financial Control System, including commitment tracking, invoice processing status, and cash flow monitoring.
  • Prepare cost variance reports highlighting deviations from budget, including analysis of causes and recommended corrective actions.
  • Support in updating cost estimates at completion (EAC) and estimates to complete (ETC) in coordination with the project teams.
  • Assist with the preparation and processing of Change Request Forms and maintain an updated Change Log for each project, including changes arising from interface conflicts or scope adjustments during execution.
  • Support earned value analysis by integrating cost and schedule data to provide performance metrics (CPI, SPI).

PMO PROCESSES & GOVERNANCE

  • Follow the instructions and guidelines stipulated in the Project Implementation Manual and Project Life-Cycle Process Maps set by the GPPMD.
  • Support in developing and maintaining project management documents as required by the Project Managers, including but not limited to Project Charters, Risk Registers, Lessons Learned, RAID Logs, Interface Registers, and Final Reports.
  • Ensure all key project documents are up to date and recorded in the department’s Document Management System (DMS), with all necessary updates and approvals.
  • Support project teams in adhering to ISO9001 requirements for governance and documentation.
  • Support the GPPMD Strategy & PMO team during audits and certification requirements.
  • Contribute to continuous improvement initiatives for PMO processes, templates, and systems.

PMO SYSTEMS & DATA MANAGEMENT

  • Maintain up-to-date projects data and relevant documents in the Project Portfolio Management System (PPMS) and the associated project folder structure within SharePoint.
  • Support the PMs with providing project reports and dashboards when required, including extracting data from various project systems.
  • Support the project teams with operating the Document Management System when required.
  • If required by the PMs, support with updating the project Financial Control System.
  • Assist in data cleansing, standardisation, and migration activities as the PMO matures its systems and tools.

GENERAL

  • Promote PMO best practices and awareness across the department to ensure a consistent approach to project management standards.
  • Act as an ambassador for the organisation at all times when working; promoting and demonstrating positive behaviours in harmony with the company’s principles, values, and culture.
  • Ensure the highest level of safety is applied in all activities; understanding and following the company’s Code of Conduct and Ethics policies.
  • Perform any additional tasks assigned by the line manager.

QUALIFICATIONS AND EXPERIENCE

Education

  • Must have a BSc. in Engineering.

Certifications

  • Preferably have a PMO or project management certification (e.g., PMI-PMOCP, PMP, or IPMO).

Experience

  • Minimum 3 years of experience in project management, planning, or project controls (preferably in capital construction projects); out of which minimum 1 year working in a PMO function.
  • Experience with project reporting, cost tracking, and project controls in large-scale infrastructure or port/terminal projects is preferred.
  • Exposure to projects in execution phase, including familiarity with interface tracking and multi-project coordination, is an advantage.
  • Familiarity with Master Plan development and multi-workstream programme environments is an advantage.

SKILLS

Technical Skills

  • Must be proficient in Microsoft Office 365 Suite, with advanced Excel skills.
  • Experience with Power BI or similar data visualisation tools is preferred.
  • Preferable knowledge of PMO roles and responsibilities, and project management concepts.
  • Preferable knowledge of ISO9001 protocols and requirements, particularly related to project documentation and project governance.
  • Familiarity with using project portfolio management systems.

Soft Skills

  • Proficiency in both English and Arabic (written and spoken) is required.
  • Strong analytical thinking – acquiring understanding of a problem or situation by breaking it down systematically into its component parts and identifying the relationship between these parts.
  • Excellent written and verbal communication skills; ability to prepare clear, concise reports and presentations.
  • Ability to work with teams from a range of backgrounds and in a multicultural environment.
  • Proactive, self-motivated, able to work autonomously with attention to detail.
  • Ability to work flexibly and quickly grasp knowledge of new knowledge areas, systems, and tools.
  • Familiarity with industry and professional standards in the field of capital construction and project controls.
