Job Title

Senior Application Programmer

Location; Remote

Duration

24 MOnths

The scope of the proposed services will include the following:

• Application Development & Solution Design

o Design, build, and maintain

Power Platform solutions including

• Canvas and Model-driven Power Apps
• Power Pages
• Power Automate cloud flows and approvals
• on-Prem and Cloud Relation Database Management Systems (RDBMS) and

Dataverse data models, business rules, and security roles

• Power BI reports and dashboards

o Translate business and program requirements into scalable technical solutions

o Develop reusable components, patterns, and templates aligned with OTS standards

o Knowledge transfer and train our in-house developers to come up to speed

• Integration & Architecture

o Integrate Power Platform solutions with

• Microsoft 365 services
• Dynamics 365 (where applicable)
• Azure services and external systems via connectors and APIs
• Apply best practices for performance, scalability, and maintainability
• Governance, Security & Compliance

o Implement role-based security, data loss prevention (DLP) policies, and

environmental strategies

o Ensure solutions comply with Louisiana OTS standards and applicable federal and

state regulations (e.g., security, privacy, accessibility)

o Support audits, documentation, and technical reviews

• Collaboration & Leadership

o Work closely with business stakeholders, project managers, architects, and other

developers

o Provide technical guidance and mentorship to junior developers and citizen

developers

o Participate in solution reviews, code reviews, and architecture discussions

• Innovation & Emerging Capabilities

o Evaluate and pilot new Power Platform features and capabilities

o Copilot Studio experience (plus)

• Assist in designing conversational AI solutions and virtual agents
• Support use cases such as knowledge retrieval, case intake, and internal

support automation

Expertise and/or relevant experience in the following areas are mandatory:

• 5 + years of experience developing solutions using the Microsoft Power Platform,

including

o Power Apps

o Power Automate

o on-Prem and Cloud RDBMS, Dataverse

o Power BI

5 + years of demonstrated strong understanding of

o Application lifecycle management (ALM)

o Environment strategy with Deployment and Troubleshooting (Dev/Test/Prod)

o Security and role-based access control

o SQL Queries

• 5 + years of experience gathering requirements and translating them into technical
• designs.

o Ability to work independently and across multiple projects in a shared-services

environment

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

• Experience with Copilot Studio or other conversational AI platforms
• Experience in government, public sector, or regulated environments
• Experience with MS SQL Server

Familiarity with

o Dynamics 365

o Azure services (Logic Apps, Functions, API Management, etc.)

o DevOps practices and CI/CD pipelines for Power Platform

• Microsoft certifications (e.g., Power Platform Developer, Solution Architect)
