Responsibilities

  • Analyze and assess legacy NOAA Fisheries database environments
  • Design and implement modernized Oracle database architectures
  • Develop Oracle PL/SQL packages, procedures, functions, triggers
  • Support data migration and consolidation efforts
  • Create and maintain Oracle DDL scripts
  • Support Fisheries Dependent Data (FDD) management initiatives
  • Collaborate with software developers, business analysts, and project managers
  • Ensure database solutions comply with GARFO standards
  • Participate in troubleshooting and performance optimization
  • Support documentation development for database architecture
  • Assist with cloud and data modernization initiatives

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical field, or equivalent professional experience
  • 5+ years of hands-on Oracle database development experience
  • Strong expertise with Oracle PL/SQL development and performance tuning
  • Experience designing and implementing relational database architectures
  • Experience analyzing and modernizing legacy database systems
  • Experience with data migration and ETL methodologies
  • Experience developing Oracle DDL and database deployment scripts
  • Experience with Oracle Unit Testing
  • Strong understanding of SDLC processes and version control practices
  • Ability to work independently and collaboratively within distributed agile teams
  • Strong written and verbal communication skills
  • Oracle Enterprise Database 19C and above
  • Oracle PL/SQL development
  • SQL Developer/Data Modeler
  • Oracle APEX
  • Toad
  • PostgreSQL Database performance tuning and optimization
  • Data modeling and database architecture design

Preferred

  • Experience supporting Federal Government or NOAA/NMFS environments
  • Familiarity with fisheries management systems or regulatory data environments
  • Experience with cloud-based Oracle implementations
  • Experience working within AWS-hosted database environments
  • Experience with Git, JIRA, and Confluence
  • Knowledge of Section 508 compliance considerations
  • Experience supporting enterprise modernization initiatives
