Responsibilities
- Analyze and assess legacy NOAA Fisheries database environments
- Design and implement modernized Oracle database architectures
- Develop Oracle PL/SQL packages, procedures, functions, triggers
- Support data migration and consolidation efforts
- Create and maintain Oracle DDL scripts
- Support Fisheries Dependent Data (FDD) management initiatives
- Collaborate with software developers, business analysts, and project managers
- Ensure database solutions comply with GARFO standards
- Participate in troubleshooting and performance optimization
- Support documentation development for database architecture
- Assist with cloud and data modernization initiatives
Requirements
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical field, or equivalent professional experience
- 5+ years of hands-on Oracle database development experience
- Strong expertise with Oracle PL/SQL development and performance tuning
- Experience designing and implementing relational database architectures
- Experience analyzing and modernizing legacy database systems
- Experience with data migration and ETL methodologies
- Experience developing Oracle DDL and database deployment scripts
- Experience with Oracle Unit Testing
- Strong understanding of SDLC processes and version control practices
- Ability to work independently and collaboratively within distributed agile teams
- Strong written and verbal communication skills
- Oracle Enterprise Database 19C and above
- Oracle PL/SQL development
- SQL Developer/Data Modeler
- Oracle APEX
- Toad
- PostgreSQL Database performance tuning and optimization
- Data modeling and database architecture design
Preferred
- Experience supporting Federal Government or NOAA/NMFS environments
- Familiarity with fisheries management systems or regulatory data environments
- Experience with cloud-based Oracle implementations
- Experience working within AWS-hosted database environments
- Experience with Git, JIRA, and Confluence
- Knowledge of Section 508 compliance considerations
- Experience supporting enterprise modernization initiatives
