WHO WE'RE LOOKING FOR

The Data Analyst II, Demand Response, reports directly to the Manager, Contract Administration & Analytics and supports CapMetro in making informed business decisions that improve the quality, efficiency, cost-effectiveness, and sustainability of the organization. This position analyzes operational, financial, contractor performance, customer service, eligibility, service coordination, and related datasets to identify trends, evaluate performance, and support timely management decisions. The position prepares routine and ad-hoc reports, analyzes key performance data, assists with National Transit Database reporting, and develops clear narratives, dashboards, scorecards, charts, and presentations for department leadership. The position uses Excel, SQL, data visualization tools, business intelligence platforms, and other analytical tools to access, validate, analyze, and present data.

WHAT YOU'LL BE DOING

Data Analysis & Reporting

  • Develop, maintain, and enhance reports, dashboards, scorecards, and analytical tools using SQL, Excel, business intelligence platforms, and data visualization tools to support operational and financial decision-making.

Performance Monitoring & Forecasting

  • Analyze operational and financial performance data, including trend analysis, forecasting, projections, and cost reconciliation activities; provide actionable insights and recommendations to support departmental goals and strategic decisions.

Stakeholder Collaboration & Business Support

  • Partner with internal departments, contractors, and stakeholders to identify business needs, define performance measures, develop reporting solutions, and communicate analytical findings through presentations, meetings, and ongoing consultation.

Data Management & Governance

  • Extract, validate, organize, and analyze data from multiple systems; document data sources, definitions, methodologies, assumptions, and business requirements to ensure data integrity, consistency, and reliability.

Quality Assurance & Continuous Improvement

  • Perform quality assurance reviews of reports, dashboards, data extracts, and analytical products; identify and resolve data discrepancies and recommend process improvements to enhance reporting accuracy and efficiency.

Project & Systems Support

  • Coordinate analytical projects and reporting initiatives, maintain tracking of recurring and ad hoc assignments, collaborate with Information Technology on system enhancements, and support testing of software upgrades and reporting solutions.

Regulatory & Geographic Reporting

  • Coordinate the collection and reporting of required National Transit Database (NTD) statistics and utilize GIS and mapping tools, as needed, to analyze and visualize service performance, demand, and geographic trends.

Training, Documentation & Safety

  • Develop and maintain user documentation and training materials related to reports, dashboards, software applications, and compliance reporting; support a culture of safety and accessibility in the delivery of transportation services.

CapMetro Support & Other Duties Assigned

  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Performs other duties as required.

WHAT YOU BRING

  • Bachelor’s degree in Business, Finance, Accounting, Economics, Statistics, Data Analytics, Computer Science, or a related field. Related experience may substitute for the education requirement on a year-for-year basis up to four (4) years.
  • Three (3) years of experience in operations analysis, financial analysis, business analysis, performance reporting, data analytics or related analytical role.

Knowledge, Skills and Abilities

  • Intermediate knowledge of data analytics principles, performance measurement methodologies, financial analysis, forecasting techniques, and reporting best practices.
  • Intermediate skill in analyzing operational and financial data, identifying trends, developing actionable insights, and presenting findings and recommendations to management and stakeholders.
  • Intermediate skill in using Microsoft Excel, SQL, business intelligence platforms, data visualization tools, and other Microsoft Office applications to extract, validate, analyze, and communicate complex data.
  • Intermediate skill in developing dashboards, automated reports, performance metrics, and data visualizations that support operational and strategic decision-making.
  • Ability to manage multiple projects and priorities, coordinate with cross-functional teams, and support data-related initiatives through effective project management practices.
  • Ability to communicate complex analytical information clearly and effectively through written reports, presentations, and verbal discussions.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders and contribute positively in a collaborative team environment.
  • Ability to leverage emerging technologies, including artificial intelligence tools, to support data ingestion, analysis, reporting efficiency, and business process improvement.
  • Experience with transit operations, demand response services, scheduling and dispatch systems, call-center platforms, contract performance monitoring, public-sector reporting, GIS applications, spatial analysis, data warehouse reporting, and report automation is preferred.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is generally performed within a designated office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for collaborating with employees performing work of a complex nature.

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.

Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status

As an Onsite position, the incumbent’s primary workplace is a CapMetro facility or field location. Expected to work in the office or field location 4+ days a week. Mobility status is subject to change at any time based on business needs or organizational decisions.
