Summary

Goldbelt Professional Services is seeking a Public Health Analyst IV to provide extramural management support to the Epidemiology Research and Innovations Branch (ERIB).

Responsibilities

Essential Job Functions

  • Grants, Contracts & Agreements Management: Coordinate the full lifecycle of pre- and post-award documentation for contracts, inter/intra-agency agreements (IAAs), and cooperative agreements within DHQP, including funding memos, statements of work, acquisition plans, CDC clearance documents, government cost estimates, purchase requests, de-obligations, and ICE requisitions.
  • Budget Tracking & Financial Analysis: Track and manage DHQP funding by reviewing spend plans, monitoring budget expenditures, and ensuring appropriate funding mechanisms; perform strategic planning and financial analysis, including specialized budgets, technical reviews, carryover requests, and contract modifications.
  • Program Operations & Compliance Monitoring: Monitor day-to-day program operations for policy/procedure adherence and goal achievement; prioritize and allocate program resources; evaluate service delivery and execute operational changes.
  • Systems & Administrative Support: Perform administrative duties requiring oversight and analysis; maintain accurate records; prepare correspondence and reports; work across CDC systems including ICE, G-Invoicing, GMM, RMS, UTAM, and CONCUR.
  • Strategic Planning & Resource Allocation: Work with Public Health Advisors on planning and allocating program resources; support project budget preparation; assist prioritizing resources across program functions.
  • Stakeholder Engagement & Collaboration: Confer with and represent the assigned program and division in meetings with internal CDC offices, grantees, and external partners.
  • Participate during CDC response activities and training exercises under direction of the DHQP Team Lead; duties include staffing the EOC desk to help support CDC's mission.

Qualifications

Necessary Skills and Knowledge

  • Ability to demonstrate diplomacy and work professionally and collegially with a highly educated, scientific customer base that is under pressure and in the public eye every day.
  • Demonstrated ability to work well independently, be solution-oriented, motivated, and committed to customer and company success.
  • Ability to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment while balancing multiple competing priorities.
  • Expertise in project management tools and software, including but not limited to: Excel, PowerPoint, Access, SharePoint, and OneNote.
  • Demonstrates excellent written and verbal communication in interpersonal exchanges.

Minimum Qualifications

  • 3-5 years of relevant experience in program analysis, public health, healthcare, research, or a related field.
  • Previous experience working with the government procedures and guidelines.
  • Ability to obtain and maintain CDC Public Trust Clearance.

Preferred Qualifications

  • Master’s degree in Public Health, Health Administration, Communications, or a related field.
  • 5+ years of relevant experience in program analysis, public health, healthcare, research, or a related field.
  • Prior experience working with the CDC is highly desired to understand the culture and environment.

Pay and Benefits

The salary range for this position is $115,000.00 to $125,000.00 annually.
