Responsibilities

Define, design, and develop system requirements
Coordinate the design of subsystems
Integrate total systems
Resolve program support deficiencies
Conduct independent technical investigations
Perform elaborate data validation studies
Analyze system problems to develop innovation solutions
Design, code, test, and document software applications
Gather requirements
Conduct advanced software analysis
Develop solutions

Select suitable technologies and tools
Collaborate with end-users and stakeholders to define system scope and objectives
Manage updates and maintenance of operational programs
Lead meetings with stakeholders and product owners to determine software needs
Build complex systems
Troubleshoot and maintain computer systems
Ensure optimal performance for end users
Conduct software analysis including requirements gathering
Use case development
Follow change management protocols
Maintain data integrity in production environments
Implement and document source code based on design specifications
Perform application testing
Develop and analyze interface design documentation
Ensure compliance with hardware and software standards and procedures
Assist in estimating development timelines and application features
Analyze, debug, and resolve software bugs and enhancement requests
Update user and software documentation
Develop techniques to prevent system issues
Support root cause analysis
Write system design and application code documentation
Gather, analyze, and compose technical information
Enhance engineering knowledge
Communicate technical requirements to all levels of expertise
Stay current with technological trends and best practices
Evaluate new systems through in-depth testing and end-user reviews
Research software and related products
Identify systems integration issues
Develop performance tests and automation solutions
Act as a mentor for junior and senior team members

Requirements

Bachelor's Degree in Information Technology or Computer Science OR an additional 4 years of relevant work experience
8 years proven success overseeing the design, development, and implementation of software systems and applications
Proficient in test case development and documentation
Ability to work independently and collaboratively in dynamic environments
Knowledge and understanding of SDLC and Agile methodologies
Ability to communicate professionally with internal and external stakeholders

Preferred

ITIL Foundations v3 (to be obtained within 180 days of starting)
Direct support of underwriting rating systems
Familiarity with Stepwise Formula, Portal Designer, Facets, or CareFirst business processes
