Responsibilities

  • Serve as the primary technical lead for a 3-5 person engineering team
  • Author Architecture Decision Records and set coding standards
  • Conduct peer code reviews and establish quality gates
  • Design and build integration layers and versioned API client contracts
  • Decouple consumer pipelines from upstream schema evolution
  • Write production code across a mixed Python and Java codebase
  • Build and optimize scalable event-driven processing pipelines
  • Manage infrastructure via Terraform
  • Maintain and modernize CI/CD pipelines using Jenkins and SonarQube
  • Implement and manage Content-Addressable Storage architectures
  • Develop and maintain search indexing for content discovery and metadata querying
  • Partner with government Product Owners in an Agile/SCRUM environment
  • Lead story-point estimation, sprint planning, and backlog grooming

Requirements

  • Minimum 5 years of experience in information system design and complex software development
  • Production application development experience using Python and Django
  • Application development experience in Java
  • Hands-on experience with AWS including ECS Fargate, Lambda, S3, RDS, SNS, and SQS
  • Hands-on experience with Terraform
  • Experience building and maintaining CI/CD pipelines using Jenkins and SonarQube
  • Experience with Content-Addressable Storage architectures
  • Production experience with Solr or Elasticsearch
  • Production experience with HTML5, CSS3, and JavaScript
  • Experience designing microservices architectures with versioned API client contracts
  • Experience with Agile/SCRUM in a federal delivery environment
  • Ability to support core business hours 8:30 AM – 5:30 PM ET
  • Ability to complete Library of Congress IT security training and NDA

Preferred

  • Prior delivery on Library of Congress contracts under Library SDLC standards
  • Experience with digital preservation concepts and standards like OAIS, PREMIS, METS
  • Experience building or operating pipelines for malware scanning, fixity validation, or format characterization
  • Experience with TypeScript, ReactJS, or Angular
  • Experience modernizing or migrating pipeline tooling
