The Lead Software Developer will provide technical leadership for designing, developing, integrating, and delivering enterprise applications supporting a mission-critical CMS federal healthcare program. The role includes guiding development teams, reviewing code, resolving complex issues, and collaborating with technical and program stakeholders.

Responsibilities

• Lead the design, development, enhancement, and maintenance of enterprise applications and microservices
• Provide technical guidance and mentorship to software developers and development teams
• Develop and review high-quality, scalable, secure, and maintainable application code
• Design and implement Java/Spring Boot microservices and REST APIs
• Lead integration of applications with enterprise systems, databases, and external services using REST APIs and service-to-service integration patterns
• Review technical designs, code, unit tests, and development practices to ensure quality and consistency
• Troubleshoot complex application, integration, performance, and production issues and drive root-cause resolution
• Collaborate with architects and technical leads on application architecture, design decisions, and modernization initiatives
• Work closely with Product Owners, Business Analysts, QA, DevSecOps, and other stakeholders to translate requirements into technical solutions
• Support database integration and data persistence using JPA/Hibernate and relational databases, including Teradata where applicable
• Support cloud-native application development and deployment within AWS and Docker environments
• Promote automated testing, code quality, secure development practices, and Agile delivery
• Participate in sprint planning, backlog refinement, technical discussions, code reviews, and production support activities
• Identify technical risks, dependencies, and opportunities to improve application performance, reliability, scalability, and maintainability

Skills

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent experience
• 8+ years of software development experience, including experience in a technical leadership role
• Strong hands-on experience with Java 17 or later
• Strong experience with Spring Boot and microservices architecture
• Strong experience developing and integrating REST APIs
• Experience with Spring Cloud/OpenFeign or similar service-to-service integration technologies
• Strong SQL and relational database experience
• Experience with JPA/Hibernate or similar ORM technologies
• Experience with unit testing frameworks such as JUnit
• Experience with Maven, Git, and enterprise software development practices
• Experience working in Agile/Scrum development environments
• Strong technical leadership, communication, problem-solving, and mentoring skills
• Experience supporting federal government or healthcare technology programs
• Experience working with CMS, Medicare, Medicaid, or Program Integrity environments
• Experience with AWS cloud services and Docker/containerized applications
• Experience with Teradata and enterprise data integration
• Experience with Hazelcast or distributed caching
• Experience with Swagger/OpenAPI and API documentation
• Experience with SonarQube, CI/CD, and DevSecOps practices
• Experience supporting large-scale application modernization initiatives
• Experience with IBM FileNet or enterprise content/workflow platforms is a plus
