The Data Team Lead provides technical and managerial leadership for data management contracts. This position oversees the design, development, integration, maintenance, and enhancement of data systems, pipelines, workflow tools, and reporting infrastructure that support grants management, operational oversight, and data-informed decision-making. The role supervises data-focused staff and leads the execution of complex, high-visibility data projects.

Position is fully remote.

Key Responsibilities

Data Project Leadership

  • Lead and manage multiple concurrent data projects using Agile and iterative project management methodologies.
  • Establish project priorities, manage backlogs, define milestones, and monitor project performance.
  • Supervise data team members (analysts, specialists, data entry support).
  • Develop performance measures and metrics to evaluate the effectiveness of data services and solutions.

Data Architecture and Integration

  • Design, implement, and maintain scalable data architectures and data pipelines.
  • Develop and manage integrations between federal systems and operational platforms.
  • Support API development, automation processes, and cloud-based data solutions.
  • Maintain and enhance data feeds between enterprise systems and workflow management tools.

Data Engineering and Automation

  • Design ETL processes that improve data accessibility, integrity, and usability.
  • Implement automated reporting and notification systems.
  • Apply emerging technologies, including AI-enabled processes where appropriate, to improve efficiency.
  • Support modernization efforts that improve operational effectiveness and decision support capabilities.

Governance and Documentation

  • Ensure compliance with federal data governance, privacy, security, and records management requirements.
  • Maintain technical documentation, system diagrams, data dictionaries, and knowledge transfer materials.
  • Promote data quality, standardization, and consistent use of enterprise data assets.

Minimum Qualifications

  • BA/BS in Computer Science, Information Systems, Data Science, or related field.
  • Minimum 10 years of progressive professional experience in data engineering and data management.
  • Minimum 3 years of supervisory experience.
  • Advanced proficiency in SQL, Python, ETL development, API integration, and database design.
  • Experience with AWS and/or Azure cloud environments.
  • Strong communication and stakeholder engagement skills.

Preferred Qualifications

  • Agile or Scrum certification.
  • Experience supporting federal information systems.

Experience leveraging AI technologies in data pipelines and automation.
