Project Management Analyst (Junior) – Space Doctrine Developer and Action Officer
About the Mission
This position directly supports Space Delta 10 and the development, coordination, staffing, and sustainment of United States Space Force doctrine. The role supports Service, Joint, and allied doctrine efforts and helps ensure Space Force operational equities are accurately represented in publications, staffing actions, working groups, and senior-leader products.
Position Overview
- The Space Doctrine Developer and Action Officer serves as a doctrine action officer responsible for managing assigned doctrine actions from receipt through staffing, adjudication, coordination, and completion.
- The position requires strong action-officer skills, familiarity with military staffing processes, sound professional judgment, critical thinking, and the ability to independently manage multiple requirements and suspenses. The successful candidate must be able to use the Task Management Tool (TMT) and related staffing processes to generate, track, coordinate, and complete taskers; develop and manage Comment Resolution Matrices (CRMs); assess Joint and allied doctrine from a Space Force perspective; and develop clear, supportable recommendations for Government review and decision.
- The position also requires the ability to extract essential information from complex doctrine publications and translate that material into executive summaries, briefing slides, charts, training products, and other materials appropriate for senior leaders and the broader Space Force community.
- The individual must demonstrate the professional credibility, communication skills, and judgment necessary to represent Space Force doctrine in Government meetings, working groups, staffing forums, and coordination activities.
Key Responsibilities
- Serve as the action officer for assigned Space Force, Joint, and allied doctrine actions from initial tasking through staffing, coordination, adjudication, and completion.
- Generate, receive, analyze, manage, track, coordinate, and close taskers using TMT and other applicable Government staffing systems while maintaining awareness of requirements, suspenses, dependencies, and risks.
- Develop, maintain, consolidate, and adjudicate Comment Resolution Matrices; distinguish among administrative, substantive, and critical comments; and develop clear recommendations and supporting rationale for Government consideration.
- Review Joint and allied doctrine publications to identify issues affecting Space Force equities, operational requirements, terminology, authorities, roles, responsibilities, and mission execution.
- Develop recommended Space Force positions and support Government adjudication of proposed doctrine changes.
- Represent and advocate Space Force doctrine equities in meetings, working groups, coordination forums, and staffing events when directed by Government leadership.
- Develop, revise, edit, and maintain Space Force doctrine publications and supporting products.
- Perform technical and editorial review to ensure products are accurate, complete, consistent, professionally written, and ready for subsequent staffing or Government review.
- Extract key concepts, requirements, definitions, processes, and operational implications from doctrine publications and translate them into executive summaries, briefing slides, charts, training materials, and other educational products.
- Conduct research and analysis of Space Force, Joint, and allied doctrine, operational concepts, policies, and related guidance.
- Coordinate with Government personnel, contractor teammates, Joint organizations, other Services, and allied partners to complete assigned doctrine actions.
- Support doctrine working groups, reviews, staffing events, and other forums associated with development or revision of doctrine publications.
- Independently manage assigned workload, competing priorities, recurring requirements, and established suspenses with limited day-to-day supervision.
Required Qualifications
- Bachelor's degree.
- Minimum three years of relevant experience in military headquarters operations, operational planning, doctrine, policy, formal staffing processes, or comparable action-officer duties.
- Demonstrated experience serving as an action officer or staff officer responsible for receiving, analyzing, staffing, coordinating, tracking, and completing taskers and senior-leader actions within established suspenses.
- Demonstrated experience using TMT, ETMS2, or a comparable DoD task- management and staffing system.
- Experience developing, consolidating, reviewing, or adjudicating Comment Resolution Matrices (CRMs) or comparable formal staffing products.
- Demonstrated ability to independently receive a task, understand its purpose and intended audience, determine required actions, coordinate as necessary, and deliver a complete product within established suspenses.
- Demonstrated critical-thinking ability, including reviewing complex material, identifying key issues, evaluating implications, and developing clear, supportable recommendations.
- Strong technical writing and editing skills with demonstrated attention to detail and the ability to produce staffing-ready products.
- Demonstrated ability to extract key information from lengthy or complex publications and translate it into concise executive summaries, briefings, charts, or training products.
- Demonstrated ability to independently manage multiple concurrent actions, recurring requirements, competing priorities, and established deadlines.
- Strong written and verbal communication skills.
- Professional judgment, maturity, and credibility sufficient to interact effectively with Government leaders and represent organizational equities in meetings, working groups, and staffing forums.
- Working knowledge of military headquarters staffing processes and the respective roles and responsibilities of Government and contractor personnel.
- Demonstrated ability to operate effectively in a headquarters staff environment with limited day-to-day supervision.
Preferred Qualifications
- Experience supporting U.S. Space Force or Joint space operations.
- Familiarity with one or more Space Force mission areas, including space domain awareness, missile warning, command and control, satellite communications, positioning/navigation/timing, electromagnetic warfare, orbital warfare, or related mission areas.
- Experience supporting doctrine, policy, concept, or operational-planning development.
- Experience reviewing or staffing Joint Publications, Allied Joint Publications, Service doctrine, or comparable formal publications.
- Experience with Joint doctrine development, Combatant Command staffing, Service headquarters processes, or other senior military staffs.
- Experience participating in Joint, Service, multinational, or allied working groups and coordination forums.
- Experience developing executive-level briefings or presenting recommendations to senior military or civilian leaders.
- Experience integrating operational insights from exercises, wargames, lessons learned, or current operations into doctrine or other written products.
