The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. Reporting to the Senior Advisor in the Office of the Senior Vice President of Quality Assurance Safety and Technical Programs, the Data & Project Management Analyst is responsible for a portfolio of business units and works directly with designated business unit liaisons to coordinate and manage compliance efforts within those units. The Data & Project Management Analyst must have specialized knowledge in data analytics. Knowledge in housing, health and/or environmental policy is a plus.
Responsibilities include, but are not limited to the following:
- Analyze and interpret the results of research in relation to overall policy.
- Use statistical methods to forecast workloads or to prepare revenue and expense estimates.
- Prepare comprehensive reports presenting and interpreting statistical information for administrative use and for the information of the public.
- Perform data mining exercises to uncover trends or patterns in complex business and/or construction transactions and workflows that pertain to regulatory compliance.
- Perform very complex and responsible analytical work, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
- Collaborate with internal and external stakeholders to develop, document and maintain policies, procedures, systems, and applications to support meeting deadlines.
- Lead teams from across the Authority on ways to best leverage, utilize, and even establish standards on the use and application of data, data formats, and data analytical tools across projects.
- Identify gaps in programmatic and IT related processes and ensure improvements are being addressed.
- Conduct site reviews and programmatic monitorings.
- Develop targeted reports, dashboards, and data visualization models that surface key information.
- Serve as a technical resource person providing guidance to other staff in specialized housing areas related to health and environmental conditions; resolve complex and /or unusual problems in these areas.
- Prepare project updates, briefings, presentations, agendas, and materials for internal and external meetings.
- Perform day-to-day project management responsibilities and notify the Senior Advisor when/if issues arise that require senior management intervention.

STATISTICIAN - 40610
- A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of statistics, mathematics, computer science/information technology, operations research and econometrics; 12 semester credits of which must be in statistics and/or econometrics; and one of the following:
(A) one year of satisfactory full-time experience in one or more of the fields of statistical or mathematical analysis, information technology, operations research and/or econometrics; or
(B) a master’s degree from an accredited college or university in statistics, mathematics, computer science/information technology, operations research, econometrics, or a closely related field.
Special Note
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time professional statistical analysis experience.
