Design, develop, test, and maintain web applications, databases, and system integrations
Build and optimize database solutions, automated data processes, reports, and data exchanges
Analyze business requirements and translate them into secure, scalable application designs
Implement and support application environments, deployments, system upgrades, and technology improvements
Develop and execute testing strategies, test plans, and quality assurance processes
Investigate and resolve application, database, integration, and performance issues
Collaborate with business partners, vendors, and technical teams
Create and maintain technical documentation, development standards, and operational procedures

8 years of professional IT experience or equivalent combination of education and experience
Minimum 3 years of professional experience in software/application development
Experience designing, developing, testing, and maintaining applications using .NET, C#, VB.NET, JavaScript, and SQL
Experience with relational databases including SQL Server, Oracle, or PostgreSQL
Experience with application lifecycle management
Familiarity with information security principles
Ability to troubleshoot complex application, data, or system integration issues
Strong communication skills for technical and non-technical audiences

Experience with public health or healthcare data systems like HL7 or FHIR
Experience with reporting and business intelligence tools like SQL Server Reporting Services or Crystal Reports
Familiarity with Azure cloud platforms, IIS configuration, or enterprise hosting environments
Experience developing JavaScript applications using JQuery
Experience with Microsoft Dynamics Power Platform including Power Apps, Power Automate, and Power BI
Experience developing Microsoft application security using Microsoft Enterprise Libraries
Experience with quality assurance and unit testing tools like Visual Studio Unit Testing
Experience developing automated ETL processes and converting legacy systems like Access to SQL Server
