Hill International is seeking a Director, Information Technology Solutions to support the Hill Advisory group within the United States.

Hill Advisory helps capital program owners leverage technology to improve program delivery. Our technology services practice specializes in AI-enabled project controls, data governance, BIM and digital twin strategies, PMIS strategy and implementation, geospatial intelligence, and cyber-physical security. We support owners managing complex capital programs across the utilities, energy, aviation, transportation, healthcare, and education sectors.

  • Serve as the independent advisor on build, buy, and partner decisions for clients and Hill’s internal technology investments.
  • Provide objective, evidence-based recommendations, including advising against technology investments when warranted.
  • Lead technology due diligence for acquisitions, assessing systems, software assets, technical debt, cybersecurity, and integration risks.
  • Identify technology risks and liabilities that may not surface through traditional financial diligence and advise investment stakeholders accordingly.
  • Resolve contractual and commercial ambiguity where technology scope is embedded within broader engagements.
  • Establish clear ownership of scope, budget, decision-making, and change control; escalate unresolved issues as needed.
  • Define and maintain the technical standards, positions, and recommendations of the Technology Services practice.
  • Shape and qualify opportunities before RFP release, prioritizing pre-positioned pursuits and enforcing go/no-go criteria.
  • Develop prototypes, proofs of concept, and solution strategies that generate demand and convert opportunities into paid engagements.
  • Leverage Hill’s subject matter experts to strengthen pursuits, solutions, and client outcomes.
  • Structure commercial models for technical engagements, including pricing, rate structures, delivery approaches, and contract strategies.
  • Build trusted relationships with regional and sector leaders to expand Technology Services opportunities across Hill.
  • Own Technology Services pricing strategy, margin performance, and commercial discipline.
  • Lead, develop, and retain delivery teams and senior client-facing professionals, creating pathways from delivery leadership to business development.
  • Develop and maintain playbooks, methodologies, engagement templates, pricing standards, and reusable delivery assets.
  • Represent and advance Hill’s technology advisory services capabilities, strategy, and position across U.S. operations.
  • 15+ years of experience in technology delivery and capital programs, including 5+ years in a client-facing consulting, advisory, or owner's representative role.
  • Strong knowledge of PMIS platforms, project controls, data governance, and capital program technology ecosystems.
  • Demonstrated commercial construction of technical scope including experience developing cost models, setting pricing strategies, and negotiating commercial terms with clients.
  • Independent advisory judgment, including recommending against technology investments when warranted by the analysis.
  • Ability to translate complex technical decisions into business impacts related to cost, schedule, risk, and operations.
  • Proven ability to influence stakeholders and drive outcomes within a matrixed organization.
  • Track record of originating, shaping, and closing new business opportunities.
  • Strong communication, presentation, and relationship management skills.
  • Willingness to travel 30% to 50%.

Preferred Qualifications

  • Direct experience leading technology due diligence for mergers, acquisitions, or strategic investments.
  • Industry expertise within at least one of Hill's key sectors, including utilities, aviation, transportation/transit, healthcare, energy, or large-scale infrastructure programs.
  • Experience advising executive leadership on technology strategy and investment decisions.
  • Relevant professional certifications.
